# PICSA Offshore Safety Overview — Working Draft

## Boundary
This overview identifies expected control topics. It does not replace a project risk assessment, method statement, laser-safety assessment, permit or client procedure.

## Control philosophy
Industrial laser cleaning can create beam, reflection, fume, particulate, hot-material, fire, electrical, access and interface hazards. Controls begin with the material and worksite—not a generic equipment claim.

## Material and application review
- Confirm substrate, coating, contamination and hazardous constituents.
- Define finish, downstream process, trial need and stop conditions.
- Classify removed material and filters for handling and disposal.

## Laser-controlled area
- Appoint competent safety roles and assess direct/reflected beam paths.
- Establish screens, barriers, warnings, signage and access control.
- Verify eyewear for the wavelength and exposure basis.
- Protect adjacent personnel and operations.

## Plume control
- Review safety data and capture emissions close to source.
- Select filtration, ventilation, PPE and RPE from the exposure assessment.
- Define filter monitoring, safe change and disposal.

## Worksite interfaces
Permits, isolations, hazardous areas, fire, electrics, work at height, dropped objects, confined space, simultaneous operations, weather and emergency arrangements.

## Equipment and competence
Use approved configurations, current inspections and pre-use checks. Operators require equipment/safety training, task familiarisation, employer authorisation and suitable supervision.

## Planned safety file
Application review; RAMS; controlled-area plan; exposure and extraction basis; equipment records; permits and interfaces; emergency arrangements; waste route; deviation, acceptance and completion records.

## Claim discipline
Do not claim zero waste, no emissions, no damage, universal compliance or guaranteed safety. Tie statements to named controls and verified evidence.
